in photoshop its the lasso tool, You just hand draw the area to blur and then select> filter > blur > Gaussian blur

for a free tool use GIMP get it at gimp.org,
use the free select tool then filter> blur>Gaussian blur

Gimps a great tool and does a LOT of the things that Photoshop can do and its free. as in beer.
