I might be wrong but I think they hold the "Mobility Impaired" (current PC name for handicapped blinds) until about 1 pm for any MI hunters that might show up to refill throughout the day. After 1 pm they'll give them out to anybody.

I had one of those years ago. I never saw any difference in the meat whether I used it or not. And yeah, it did work but it was kind of a mess to pull the guts out in the blind.

They respond well if you know how to call. They respond a little differently (head for the next county) if you don't know how to call. If you are in the latter category just let your decoys do the talking and leave the call at home.
