5 hours is not bad. Plan a camping trip or 2 if you should draw. It would suck if you got drawn and couldn't afford to go. Add 160 to that 500 tag for an AZ license. This game isn't cheap.

What's your budget? What would you consider a good duck club? Anything north of you will probably be pricey. Heck none are cheap imo. We free lance and for what I spend per year we could join a club, but I do more than just duck hunt where we go.

It's a tax. I believe we are already paying taxes for said services. They could trim the fat in their departments ie get rid of the tree cops. They'll just raise fees on camping.
